For a brand-new account, usually yes, email's enough. The SMS comes up later — Netflix's system that checks a device belongs to the account's actual household will sometimes text (or email) a code to confirm it. That's the moment this page is for, not sign-up.
Does a virtual number actually work for that verification code?
Yes — Netflix just needs to deliver an SMS to whatever number is on the account at that moment. Ours receive it the same way a personal SIM would.
Will Netflix definitely send it to the number, though?
